I suspect there's some short hand here, AND I'd add that the project managers definition of done needs to match the customers definition of done.  The project manager isn't the only person who needs to know what "done" means. The team needs to know, too. Without that information, they're at a disadvantage and can't manage thier own work.
The team also needs to know what "done" means for each piece of work they are doing.... does it mean the code compiles?  does it mean code written and passes developer unit tests, customer acceptance tests? Documented?
So there are different flavors of "done" and those definitions need to be widely understood.
